piwigo.org's PEM has now indexed the Git repo and assigned a real
extension id (1101), so the empty-eid workaround from 16.3.2 is no
longer needed. Revert that changelog entry and point Plugin URI at
the real listing.

Also add LICENSE.md (GPLv2) and a TODO.md capturing a deferred
click-to-copy opt-in request.
